The nationwide sports and recreation festival was a recreation festival in Japan that was held between 1988 and 2011 and was organized at prefecture level. Most of the fleet wore the decals except JA8475 (in basic SWAL c/s at the time) and JA8445 (uncertain). Shisa-kun (-シーサーくん) was one of the very first mascots to be displayed on a plane (nose art logo is unrelated).
